Job Summary

The Minnesota Department of Health's Minnesota Cancer Reporting System (MCRS) is seeking a Field Representative to play a critical role in supporting the facilitation and continuity of the MCRS by ensuring the complete, accurate, and timely collection of cancer data. MCRS serves as the state's comprehensive, legislatively mandated cancer surveillance and reporting system.

The incumbent will identify, collect, and synthesize cancer and other reportable condition data from medical records and pathology reports in alignment with national standards, while providing training and education to reporting facility staff on proper cancer data ascertainment and reporting practices. The position will also conduct ongoing quality assurance activities to maintain the accuracy and completeness of cancer data, ensuring its reliability for public health policy, planning, cancer research, environmental studies, and cancer control efforts. In addition, this position serves as a technical expert and liaison between MCRS and statewide health facilities, offering guidance on cancer data collection, coding, and staging.

Primary responsibilities include:
  • Ensure all reportable cases have complete and accurate records, including staging and treatment information, in a timely manner. All staging and treatment information must adhere to national and state regulated reporting standards for that specific diagnosis and time period.
  • For assigned facilities and areas of the state (MN and non-MN), identify, collect, ascertain, interpret, analyze, code and summarize complex patient data for submission to the MCRS.
  • Conduct routine and ongoing data quality assurance.
  • Act as liaison between the MCRS central office and multiple professional audiences (hospital registries and laboratories, private laboratories, physician offices).
  • Train and act as a liaison to institution-employed contacts/tumor registrars.
This position is eligible for hybrid telework to applicants who reside in Minnesota or in counties bordering Minnesota in Wisconsin, Iowa, North Dakota or South Dakota. Position locations will be determined by the top candidate and will be based out of one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Mankato, Marshall, Bemidji, Fergus Falls.

Qualifications

Minimum Qualifications

Only applicants whose resumes clearly demonstrate fulfillment of each of the minimum qualifications will be considered for this position.

Experience:

One (1) year of experience serving as a cancer registrar in either a hospital or central cancer registry.

Candidates must meet one of the following pathways:
  • Currently certified Oncology Data Specialist (ODS) through the National Cancer Registrars Association (NCRA)
    • Current ODS Certification may count towards one (1) year experience requirement.
OR
  • Graduate of an NCRA-accredited Cancer Management Program (CMP) who has not yet taken or passed the ODS certification exam.
    • Must obtain ODS certification within six (6) months of hire as a condition of continued employment.
      • If certification is not achieved within this timeframe, the employee's probationary period will be extended for an additional six (6) months.
OR
  • Possession of one of the following credentials:
    • Certified Hematology and Oncology Coder (CHONC)
    • Registered Health Information Administrator (RHIA)
    • Registered Health Information Technician (RHIT)
    • Licensed Registered Nurse (RN)
    • Other comparable health information or clinical credential demonstrating a foundation in medical data abstraction, coding, and terminology.
      • Candidates qualifying under this pathway must obtain ODS certification within six (6) months of hire as a condition of continued employment.
Preferred Qualifications
  • Certified Oncology Data Specialist (ODS) with at least one year of experience in a central or hospital cancer registry.
  • Experience using and assessing cancer registry software programs.
  • Experience with data abstraction.
  • Experience in reviewing, processing, and interpreting large volumes of similar material via computer screen or paper copy,
  • Matching records, detecting discrepancies, and making correct adjustments accurately and rapidly.
