JOB SUMMARY: Provide regional leadership, technical assistance, and staff development to districts in implementing quality instructional programs in the area of English language arts and reading instruction. Responsible for planning, organizing and conducting staff development and providing technical assistance related to increased student achievement for ESC-20 school districts in the area of English language arts and reading. Function as the liaison for Center efforts in the area of English language arts and reading instruction and will work with other staff to meet the goal of improving student achievement.
POSITION REQUIREMENTS:
JOB KNOWLEDGE
Master's degree required from an accredited university; concentration in English language arts and reading education preferred.
Valid Texas teaching certificate with required endorsements for English language arts and reading required.
Three years of relevant teaching experience.
Experience in working with programs delivering instruction to at-risk students.
Experience in planning and delivering staff development through a variety of models (e.g. face-to-face, online self-paced, online facilitated, webinar and video conferencing).
Experience in program development.
Demonstrated interpersonal skills and expertise in facilitating groups.
Experience in English language arts and reading curriculum development and implementation.
Knowledge of and experience in adult learning and planning appropriate staff development for adults.
Demonstrate effective job-related skills that model effective integration of technology.
Demonstrate competence with assisting others to appropriately integrate technology into the curriculum.
Proficiency with standard functions with electronic applications on both mobile and traditional devices (e.g., word processing, spreadsheets, G Suite, Apps) and email.
Proficiency with computers (PCs and/or MACs) to include desktop management, file management and operations, and working in a network environment.
Exceptions to these requirements will be considered based on exemplary skills, training, and record of success.
PRODUCTS/OUTCOMES
Assist in the development, implementation and evaluation of English language arts and reading curriculum and instructional programs for designated districts/campuses.
Provide technical assistance to districts in the area of promising practices in English language arts and reading education.
Assist districts in achieving quality instructional programs that meet and exceed accountability standards as evidenced by AEIS indicators.
Assist with projects such as instructional and assessment strategies and differentiated curriculum.
Identify and provide information to districts on appropriate instructional strategies and materials as needed.
Plan, organize and conduct staff development for district personnel.
Provide training to teachers that meets state mandates and is coordinated with NSES Standards.
Provide training to district personnel which identifies curricular needs and assist in the development of a long-range plan for improvement of English language arts and reading instruction.
Work with district personnel to implement strategies that increase student achievement and close the gaps among all student populations.
Engage in the divisional initiatives.
Develop programs related to English language arts and reading curriculum and instruction.
Develop marketing strategies for products, services, and programs that reflect data driven decisions.
Monitor and evaluate program effectiveness.
Report progress of improvement efforts to Center personnel and local education agencies
Identify areas of client need.
Suggest training and support strategies that would strengthen the program and facilitate the site-based decision making process.

SUPERVISION AND ORGANIZATION OF STAFF
None.
BUDGET RESPONSIBILITY
Participate in development, preparation, and administration of the budget for supplies, equipment, and facilities in area of assignment.
PHYSICAL/MENTAL DEMANDS & ENVIRONMENTAL FACTORS
Tools/Equipment Used: Standard office equipment including personal computer and peripherals.
Posture: Prolonged sitting/standing; occasional bending/stooping, pushing/pulling, and twisting.
Motion: Repetitive hand motions including frequent keyboarding and use of mouse; occasional reaching.
Lifting: Occasional light lifting and carrying (less than 15 pounds).
Environment: May work prolonged or irregular hours; frequent region-wide travel; occasional statewide/nationwide travel; exposure to low or intense illumination.
Mental Demands: Work with frequent interruptions; maintain emotional control under stress.
ADDITIONAL REQUIREMENTS
Function within the policies and administrative procedures of ESC-20.
Accept other responsibilities as assigned.
Dress and groom appropriately for the ESC-20 work setting.
Travel independently to fulfill the responsibilities of the position.
Serve at the will of the Executive Director.
FUNDING
This position is partially funded out of state and/or federal grant funds. These programs are implemented in compliance with all applicable statutory and regulatory provisions. The duties associated with this position are allowable and allocable to the grant funding. Time and effort records for this position are in accordance with the requirements in the applicable Office of Management and Budget (OMB) cost principles. Education Service Center, Region 20
