SUMMARY

The primary purpose of the Emergency Management and Business Continuity Planner position is to provide technical expertise to resolve issues involving personnel, visitors, patients and other institutional staff and contractors. In addition, this position prepares employees and the institution on how to respond to emergencies and how to continue business after an incident. The employee performs independent program coordination for Emergency Management and Business Continuity. Responsible for coordination, development, implementation and testing of emergency and business continuity plans at MD Anderson. Performs and completes special projects as assigned or as needed to address institutional safety issues. This employee must maintain awareness with applicable laws, regulations and national guidelines relevant to section functions and responsibilities. Assists in drafting comments on proposed state and federal regulations as needed.

JOB SPECIFIC COMPETENCIES

Emergency Management Program Management

Develop, review, and maintain policies, procedures, and plans for the Emergency Management (EM) program at MD Anderson, ensuring alignment with federal, state, and industry regulations.

Conduct proactive risk and hazard vulnerability assessments to guide program development based on departmental functions and processes.

Identify and implement necessary improvements and enhancements to strengthen the EM program.

Participate in all emergency management functions, including the design and development of exercises to support the section, department, and institution.

Conduct risk assessments to identify and mitigate potential vulnerabilities.

Serve on the ride-out team, reporting to the institution during emergency events to support clinical operations.

Actively participate in real-world emergency response efforts and lead after-action reviews (AAR) with key stakeholder to identify and document areas for improvement opportunities.

Develop and conduct emergency management training for Incident Command Teams and key leadership.

Serve as part of the emergency management and business continuity on-call rotation, with eligibility for on-call compensation.

Technological Features

Utilize emergency management software (web-based Incident Management tool) in real-time during emergency events to document notes, complete ICS forms, and manage key EM functions, including HVAs, AARs, and follow-up actions.

Use the institutional mass notification system to send critical messages during emergencies.

Other duties as assigned.

Required: Bachelor's degree in Industrial Engineering, Management Engineering, Education, Organizational Development, Emergency Planning, Business Continuity or related field. Two years of emergency management or business continuity experience.

Certifications - Preferred

  • TDL - Texas Drivers License Class A, B or C valid Texas driver's license depending on the type and weight of vehicle to be operated and number of passengers to be carried and eligible to drive State and institutional vehicles.
  • CHEP - Certified Healthcare Emergency Professionals Board of Certified Hazardous Control (BCHC).
  • CEM - Certified Emergency Manager International Association of Emergency Managers (IAEM).
  • Certified Emergency Management Specialist (CEMS) International Association of Emergency Managers (IAEM).
  • Certified Business Continuity Planner FEMA or other recognized Business Continuity certification organization.
  • Master Business Continuity Professional (MBCP) by FEMA or other recognized Business Continuity certification organization.
  • Certified Healthcare Provider Continuity Planner (CHPCP) by the Disaster Recovery Institute International (DRII).
