Summary The position is located in Wolf Trap National Park for the Performing Arts, in the Interpretation and Visitor Services Division. Duties Serves as the Park's technical expert for the physical security of park visitors, buildings, equipment, and property. Responsible for the development, planning, organizing, and evaluating the park's emergency planning. Serves as the Park's Structural Fire Coordinator (PSFC) as required in NPS DO-58 and is the principal advisor to the Superintendent and management team on structural fire safety. Works with Park and law enforcement staff to ensure a consistent, service-wide approach to assessing injuries and developing damages for incidents that threaten or injure park resources. Serves as a Contracting Officer Representative (COR) overseeing the execution of construction and security contracts. Protect the natural, cultural, historical, and human resources contained within Wolf Trap National Park for the Performing Arts. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Complete the initial online assessment and USAHire Assessment, if required. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime, and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight up to 3 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. The position is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. You must possess or maintain a Contracting Officers Representative (COR) Certification. Qualifications All qualifications must be met by the closing date of 05/26/2025, unless otherwise stated. For current Federal employees, include hours worked per week; non-Federal applicants must specify 'full-time' or 'part-time' with hours. Military service can be documented with DD-214 or Statement of Service. To qualify at the GS-11 level, you must have: Experience: At least one full year of specialized experience comparable to GS-09 in activities such as resource protection, applying federal regulations, investigating incidents, assessing security measures, understanding ICS, and resource management planning. Include hours per week worked. Education: A Ph.D. or equivalent doctoral degree, or three years of progressively higher graduate education leading to such a degree, or an LL.M., with transcripts as proof. Combination of education and experience: Total must equal at least 100%, with transcripts provided. Volunteer experience is also credited, including unpaid work through programs like Peace Corps or AmeriCorps. Education transcripts must include your name, school, credit hours, course level, major, and GPA or class ranking. Foreign education must be evaluated for U.S. equivalency.
